My headcanon: Mewtwo’s voice is projected through telepathy (and this is pretty much where it stops being real!canon…) but the voice that’s heard is how that mewtwo imagines they’d sound.  Probably more related to personality than any conscious decision.

But Mewtwo is still a clone of Mew, and Mew just… mews.  Mewtwo from Pokemon Origins doesn’t use any verbal language and so all you hear is a mewtwo’s non-verbal… noises.  And that’s some kind of supermutant-lion (radlion.) purring noises and what sounds like a distorted elephant trumpet.
